The guy with the white shirt is a beer vendor. He walks up and down the beach with shopping bags full of ice and sells beer to people for $3. It is awfully convenient and nice to be able to drink a nice coldie while the sun sets with the sand still hot under your feet. And just think, it is all thanks to this guy and his disregard for the law.
